Grant to a USA or territories academic institution or IHE for a national study on technology and internet-facilitated child exploitation. Required registrations may take several weeks to complete. Grant expectations include the development, testing, and administration of a national data collection from law enforcement agencies. Funding is intended to produce accurate and reliable national estimates of, and information about, arrests for internet and technology-facilitated child sexual exploitation crimes.

This study will allow for the identification of new threats, problems, and concerns encountered by law enforcement in the changing technological environment; improved tracking and monitoring of new and abating threats; and a better understanding of which investigative strategies are associated with more favorable outcomes in protecting children from online victimization. This effort directly supports the U.S. Department of Justice’s priorities of reducing crime and combatting victimization.

Study objectives will include: 1) developing a sampling plan and collecting data from a nationally representative sample of U.S. law enforcement agencies; 2) producing accurate and reliable national estimates of the prevalence of arrests for technology-facilitated sex crimes against minors; 3) obtaining information about how these cases were identified and handled by a diverse group of law enforcement agencies; 4) acquiring detailed data about the characteristics of these crimes; 5) analyzing how the prevalence and characteristics of such crimes have changed over time; and 6) producing methodological reports; a final research report and statistical tables; a complete, archived dataset; and other research publications for dissemination to the public.

This study will extend three prior studies conducted in 2000, 2 2007, 3 and 20094 by the University of New Hampshire Crimes Against Children Research Center. Collectively, these three studies were titled the National Juvenile Online Victimization Survey (NJOV). It is expected that core estimates from the study envisioned in this solicitation can be compared to past estimates from NJOV. Although the three NJOV studies examined other aspects of the justice system’s response to internet- and technology-facilitated child sexual-exploitation, such as prosecution, with this solicitation NIJ seeks proposals to study law enforcement’s response exclusively.

Term of Contract:

Successful applicants will be expected to complete the work proposed within a four-year period of performance. Applicants should propose an award start date of January 1, 2020.

Eligible applicants are limited to degree-granting academic institutions in the United States and its territories. To be eligible, the institution must be fully accredited by one of the regional institutional accreditation agencies recognized by the U.S. Secretary of Education. Institutions of higher education (including tribal institutions of higher education) are eligible to apply. Foreign colleges and universities are not eligible to apply.

All recipients and subrecipients (including any for-profit organization) must forgo any profit or management fee.

NIJ welcomes applications under which two or more entities would carry out the federal award; however, only one entity may be the applicant. Any others must be proposed as subrecipients (subgrantees).

What will not be funded:

- Applications primarily to purchase equipment, materials, or supplies. (A budget may include these items if they are necessary to conduct research, development, demonstration, evaluation, or analysis.)
- Applications that are not responsive to this specific solicitation.
